Character or Story?

When you the writer are working on a new project, old project, or even reading someone else's work, what is it that you pay attention to more?

The character development that starts on the first page all the way till the end of the book?

-OR-

The story that the main character and others are used for to tell?

For me it has usually been a combination of both, but I tend at times to focus more on the character development and the characters that we are introduced over the story more then the story itself. I feel that anyone can write a story or at least tell one, but to do so while balancing character growth is an enormous task. That blending to me is what makes a great story, how about you guys?

Wow I've never thought about it this way.. I would think it makes more sense to concentrate on character development because that's what really gets readers interested. Knowing me, I would get so wrapped up in the story that I leave the characters in the dust ^^.
Definetely something to work on!

So for you it makes more sense to focus on character development but as a reader you pay attention more to the story rather then the characters present. Is that right?

Character development, by far. The story could be the most overdone thing in the universe, but if it was written well and the characters were engaging, I could easily overlook that.

I almost used Dangan Ronpa as an example, but then I remembered that I don't know how it ends yet, so i can't make too many judgements on the story... Still a good game with great characters.

An interesting point on how the story could be overdone or just plain bad but you read it for the characters. Not too many people have spoken at least on that particular subject.
