Hmm...the character & the artwork look familiar...Ah, yes!! I thought so;

He's from a shounen ai/yaoi dating sim game called Angel's Feather. The character's name is Kurisu Osaka.

There is a two part OAV, if you are interested, however I must warn you, it is rather confusing & does not explain much. Opening theme's quite nice though XD.
