Hunchback of Notre Dame was a bit scary for me when I was little as well but Shan Yu from Mulan freaked me out the most.
(I was little so it was mainly based on their appearance)

Well, if we go by appearance I was scared by Cruella Devil. She was completely evil, anyways.
