Hey, isn't that the one from Impractical Gala?
I suppose Tektek hasn't got to it yet. Pretty new stuff. Elegant, too: I could already see the stuff female Gaians would go to get those, a few months down the line.

As for the musical stuff, that seems familiar...

The items (excluding the music notes, since you've already found them) are as follows:

•Concerto Conjurer: Hair, Shirt, Coat, Shorts, Scythe, Boots
•Lovely Manner: Face

However, at 1.4mil (8.4mil for 6) & 22mil respectively, this avatar would be a tough one to achieve.
