Long ago people who posses power rule everything. the divinity tribe oppresses those who are disobedient and are called the stateless people.
_____ wants a free life; thus, he leaves his home and goes on a journey. Along his way he meets Enji. He rents Enji's room and lives together with him on the condition that he will help Enji with his work to hunt for the stateless people. Soon they recruit more members to live and work together in Enji's place. On day, Enji receives a message from his old friend, Chrome, asking him to come to a suspicious place. He goes and finds Crome and the Emperor's son Ishka wounded and weak. Crome told Enji he could not stand the way the Emperor treated Ishka, so he risked taking him away from the palace. Enji is bewildered, but decides to shelter Ishka in his place.
Since _____ and Ishka are about the same age, they become close to each other. Enji's house is located away from the town, in a place where no one could find Ishka. At first, Enji thought that he could shelter Ishka for just a short period. Everything is moving smoothly, and he thinks that suck a peaceful life could continue forever, but one day Ishka is found alone and is taken back to the palace.
The Emperor had change since the Empress' death. However, the economic gap between the rich and the poor has widened increasingly due to the Emperor's autocratic politics. _____ makes up his mind to bring Ishka back and to make the Emperor step down. Only Ishka could match the Emperor's power, but it was sealed by the Emperor. In order to break the seal, _____ runs off to the stateless zone to search for the same stone used for Ishka's seal.
Meanwhile, in the stateless zone, _____'s group asks pardon from the stateless people for having massacred many of their tribesmen and makes them reveal where they could find the stone. The stateless people do not forgive them, yet tell them the stone's location, thinking that if the Emperor would step down, they would be treated differently. After _____'s group obtains the stone, they enter the Emperor's castle and unseal Ishka's power, demanding the Emperor step down from his throne. However, the Emperor does not agree. _____'s party starts a battle and tries to kill the Emperor, but Ishka could not have the Emperor killed even if he were not loved by him. He collapses while trying to protect the Emperor from being slain. Looking at his dying son, the Emperor comes to his senses, and regrets what he had done to Ishka. He saves his son's live in exchange for his own. Years later, Ishka does not succeed the Emperor's throne; thus, the Imperial family is absolved. Soon, the inequalities in the society's political and economical structure begin to disappear.
