Well, there's the Arbitor's Grounds in the Gerudo Desert, and I believe our main prison is somewhere in the basement of the castle. That's all of them, really.

Well building a factory next to a castle isn't very attractive. Yes, a desert would be a perfect place. We can test large weapons there.
Is there a location nearby here that the factory could be built? This way, it is near a prison but is not going to affect the image of the castle and local town.

The Royal family can prance around and print out paper maps indicating it to be in their domain, but they may not build factories for it. We'll release the witches before we see the fun sway (Feng shui) ruined. And yes I am talking as a resident, because I set up a tent inside their territory to build my own bridge where I can charge tolls. That makes me one of them so long as they don't figure out I'm there and kill me. If they imprison me I'm still one of them. *Begins writing an angry letter to the king telling him what's going on in his kingdom.*
