The only reason that you cannot get the anything lower than 500, is that since out of 20 dice rolls, there is a high chance of getting numbers higher than 25, if each roll was lower than 25, than you would have less than 500.
The second roll looks easier, but is equally difficult as it needs at least 75 or higher on all of them.
