False. The gray-haired girl is Sakuya, a character from the Touhou Project series and a parody of Dio from the manga Jojo's Bizarre Adventure. The girl under the steamroller is Meiling, another Touhou character and a gatekeeper who tends to slack off or in some other way fail at keeping people out. The comic takes both Sakuya being a Dio parody and Meiling doing a bad job to an extreme.
