It was originally coined to describe intolerable adorableness that made you want to explode, but was picked up by otaku who like anime and manga featuring children in eroticized situations. Moe characters tend to be young and/or drawn in a very cute, but sexual or sensual, way. Now the term has become generalized to anything that an otaku finds him/herself passionate about.
