Once they served their sentences, they got new identities because everyone absolutely hated them for killing little James Bulger. They are the most hated people in the United Kingdom.
Once Robert Thompson was out he didn't get sent back to prison. However, Venables is back in prison for extreme child porn and when he gets out because his new identity was leaked on the internet, they are giving him yet another new identity.

Well, anywhere you go - minus a bar, sex toy shop or any adult themed store - is going to have kids. That cannot be helped, really.
However, a registry would limit where he can go and when. Here in the US a person convicted of sexual crimes, against children or not, cannot live within a certain distance of parks and schools, and occasionally churches, malls, etc. depending on where they lived. In my state sex offenders even have to turn off outside lighting, post a "no candy here" sign at their house and must be either at home or at work from 5 - 10 PM on Halloween. They can't work at places meant for children, such as a Chuck E. Cheese's or a toy shop, obviously. In restaurants they're probably sent to be kitchen-only workers, so that they do not have contact with the children. The registry is also public so you can look online and see where they're located and for what reasons they're registered. |

That's the problem. They tried that, but he went to areas that he wasn't supposed to be at.
He then got arrested for extreme child porno. |
