I'd assume you'd come to me first, though. Ok, well for the Jutsu Hyouton: Kokuryuu Boufuusetsu [ Ice Release: Black Dragon Blizzard ] why do I need a source of water? I can see how the other ones I will need bodies of water but in the movie he makes this one from thin air so that was simply my question.

The only time that would really make a difference would be if the air around you was super dry.
