The Hojo in themselves aren't all that powerful, it's how you make use of their ink and stretchy arms.
One of the main things I'd suggest would be figuring out what kind of fighting you'd like to do most.
I mean... like... a taijutsu Hojo would be awesome because of stuff like stretchy punches... And a ninjutsu Hojo would be cool because of all the stuff you can do with the ink blends and shapes.
