In Oregon the law states that you cannot smoke in a business or other public or private establishment, nor can you smoke within 10 feet of the entrance or exit to the building. That's what I was playing upon.

Tho you can still smoke in your own home.

Showa occasionally RPs breaking the rules (that aren't made by Gaia). The Dark Hood, although leaning slightly more towards being a sueprHERO, RPs breaking the law as she has no fear of the authorities (other than the Gaia moderators).
