You have to bring up your menu, and go into "Psyenergy". From there, you can either register "Mind Read" for L or R (which means you press the button and you'll use it) or you just select mind read. You don't initiate conversation. n.n

Edit: I'm playing it on my DS, maybe that's the problem. Also, the psychic kid left so I don't have mind read anymore.
