Yeah, It's just so cool .-.
Though a similar way to doing "black lightning" would be to charge Iron Sand with Lightning element. xD But that would be a cheap imitation.
You might get to fight Dante, once someone finds out that we raided the Leaf's Uchiha compound they might do the same to our Ranton's~

There is no ranton stronghold. The closest thing they've described to that would be... Well, the Kage's office. xD

However, Darui did mention it was the third Raikage's technique which was the black lightning. Which technically, since in this universe black lightning is a part of the ranton line, it was actually accepted into the village far more than the Uchiha were. The fortress was there because the Uchiha were pretty much at the edge of war with the Senju. xD

Though each clan has it's own land, like the Nara's. So if not on the outskirts of the village, perhaps inside it?
