Well, Italy would probably figure that Germany would get too flustered to get down to business or he'd be doing it all wrong, so Italy would wait for the opprotune moment (Germany sleeping, drug Germany, etc.) and chain him up bondage-y style. Or, for something more simple, he'd wait for night time when both are 'asleep', then use his ultimate moe skills to crawl-onto-German-on accident-while sleeping, then BAM.
