You can essentially learn as many techniques as you want, and then when you go into battle, you can select some to go into battle with.
Like...
A ninjutsu genin can have 7 techniques per element, right?
So...
When you go into battle, you'd select 7 for your first element, 7 for your second, and then 7 for the null element...
So... like...
You could learn more than that... but you could only use that many during battle...

I'm just...

I'm not sure how we'd keep track of peoples banks, or whatever...

Village Seal Exchange! You imprint the techniques you learn extra onto a sealing scroll, then create a post at the Exchange in your village where you go and switch them in or out. Like a sort of rack...
