It was always such a boring task to complete, just sit around watching people, all day. There was such a low task of an enemy ninja arriving that it was just boring all around. He would very rarely deal with civilians, and any shinobi who came in could just walk in and be done with the whole situation in the end. So he was left here, staring blankly at all the civilians and shinobi walking by him.
