Idea~
You would hold a Tournament, that would last…say a week, to a week and a half. EVERYONE would have to participate in at least one match.
Matches are evened out by rank, be it Genin, Chuunin, or Jounin+.
Everyone would have to be in at least one match, to prove they are active, but in order to get people to want to participate you can have it go on further, Battle – Battle, Until you reach the main winner of each rank. Award them with a certain amount of Money or Ac, your choosing.
Also have one winner from each rank, at each village, giving them half the amount of the reward that the main winner receives, to show you noticed their skills.
I think that this ill not only show who is inactive, But give the role play a bump to get it out of the funk it is somewhat- in right now.

@Dis: Sounds fun. It'll also help me learn how to RP as Shun better. He's unnecessarily fast with the gates open, so I have to figure out how to not god-mod. xD
