He might. Jin's going to add a great deal of power to Cloud once I finish up training him, even without custom jutsu he's going to learn a crapload of techniques that make him oh so awesome. O W O.
I'm pretty much making my decision to balance the villages, y'know? xP.

Lawl. Although, despite my having an enormously bad a** ninja in Kirigakure, I need to find an adviser to help bolster the activity of the village.
Our Kage is relatively unimaginative in terms of arcs.

Aye. I don't think you'd want to use Shoh as an adviser though. He'd be bound to Kirigakure, unable to leave the village, forbidden to kill, and pretty much locked into a stasis of sorts. All in all, devise someone along the same lines, so that you can test capabilities, but you don't want it to be exactly whom you wish.

For the most part, I don't consider him an adviser, but rather an autorank, since Konoha had to all but start anew.

The max you can get normally is 4, so to get 5 you'd have to give up something with little importance.
