Any rank of shinobi can become a member of ANBU. But it would require you to work up to being accepted or you just being ******** awesome enough that they want you.

October, well... In some guilds, you can be apprenticed at the level of chunnin. Pretty much you ask your kage "Is there a xxxx for a teacher available?" It doesn't affect what you are, but it puts together an apprenticeship appearance. xD

Mana do I have to be jounin to be anbu or can I be chunin? October- the anbu person has to see promise in you and if he or she dosent then You might as well go to be a hunter nin
