'Ruhi; That's why we have advisers, however... I haven't found a person who's not in our village that's active and not autoranked to assume the role.
I'm in the office, just in a room off to the side, discussing the recent attack with a couple of ninja trying to prevent war. Not really wise drop everything for that.

But so many people die in waaaaaar, it's so sad. And everyone and their mother would fight for a treaty with Suna, seeing as they're comprised of nothing but Jounin, Oinin, Konin, Sannin, and shapeshifting murderers.

Hell yes! biggrin Wanryoku would LOVE being the center of attention when in fact you are the mizukage. That'd be EPIC biggrin
Really, who WOULD suspect the little, quiet one to be the leader as opposed to the boisterous giant?

Each OC takes time to creature, and if you want to throw yours away, well, that's you. I don't have the right to just possibly throw away the entirety of the village's time spent, when you're just bored and impatient.
