I'm gonna have to ask Dragain again -- last few times I asked her about it since I've been asked about it before she said Aviania would not truly accept mini's in the flock since the queen see's them as a waste of resources or effort.
She also said that if they're too insistent on sticking around, they'd get kicked out since the current queen simply finds them annoying. I don't know if the rules have changed since then since she's still the queen of the flock and there hasn't been a transfer of power.
Not that Dragain dislike's mini's, but its a somewhat more of a personality trait of the character -- They've always accepted familiars since they're something the flock has lived with for generations, but Mini's are a new thing to them that the current queen sees as unnatural.
It might be allowed if she's has a sponsor keeping her like a familiar, but I cant Guarantee (I'm just a messenger and someone who memorized enough of it to know "ok that works. Ok that doesn't. Oh hey I don't know that I'll have to ask and then know from that point on") and according to her the last few times it was discussed They're allowed in the territory to pass relatively unharnessed by most, but they're not protected from the more territorial members. And if she attempted to spar with them, they might treat it as an actual attack and not hold back like they would with a spar and would likely be mauled by Aviania herself.
They dont really accept Mer's either -- Kelpi mares can capture one but they'd have to try and keep them contained themselves and even then they wouldnt be fully seen as acclimated stallions and would be frowned at if not fully forbidden.. But mer females would have to live on the outskirts, never fully being a member regardless of who their mother is, though they'd be tolerated more due to their being related to a flock member, but yeah -- they're limited still and not really smiled on or accepted.

I've always thought it'd be really cute to have a Mini who idolizes the flock myself or tries their darnedest to work, but this isn't my Flock. Though you send me a Pm, I do have an
ex-flock member (Who thinks the flock died in the big cataclysm/earthquakes and natural gas burst that killed off a good chunk of the flock. Her sister Kamunyak is actually in the flock, having found survivors to direct her to the new location of the flock) who'd at first tolerate due to loneliness then accept mini-mare's into the Flock in her Female-only-no-boys-
permanently-allowed Flock in the hotsprings area west of the homeland to discuss it more if you're interested: This really isn't the place to talk about it since this is a different flock place and I don't want to advertize it too much here.
