Fortiguard is a filter for web-browsing that warns you about potential malware and whatnot on certain sites. Basically anything your browser or computer doesn't deem safe or does not have a certificate for.

That doesn't mean that it necessarily has malware on it; it just has the potential for malware. (As does any site, really; it's just the level of potential that freaks filters out and sets off warnings.) If a browser's filter setting is set too high, it can deem every site on the Internet as being malicious. If it is set too low, it could never warn you at all.
