Demon System Concept
With demons I think the mods should hand them out to villages. To make sure not one village has too many host all in the same spot. Now handing them out to villages would mean the kage gets to decide which rper will get that demon of the village. From there you do as you please surely, if you demon host runs loose and out the village, just be sure to track them down, so you can get it back of course. IF the user of the demon dies by another village and is not track down, the mods will collect it, to only pick a DIFFERENT village to give it to and the same process to happen again. This would give just about everyone a chance to use a demon, depending how long they last and so forth. NOW when the Akatsuki comes along, of course things will work differently, but if you are a host, don't join them geezzz lol.
