That's ten chakra per cloud. And THEN we have to use a technique, which is at minimum another ten chakra.
So like, I'm spending twenty chakra to make a snowball?
And then if I send one into the sky for a snowing technique, I have to summon a cloud and then use chakra to make it snow.
And now I gotta make my second cloud with another ten chakra, and can't make no more!
It's not offensive, it's restricted to all blegumsmargen!!
