I don't think so, bloodline reductions are reserved for this who make the attribute or gain it fro the sub-class. So the full post counts mandatory unless you have something that says otherwise.

Well, it says "Note: Any techniques not categorized as Nin, Gen, Tai, or Bukijutsu are reduced as if Ninjutsu or Genjutsu." So it kind of throws me off, yet I feel like if I would get the reduction for Bloodlines, they would have added bloodlines in. Hard call you see?

Yeah but the clearing factor here is how the bloodline sub-class specifies the difference in mentioning that there's a bloodline specific reduction rather than saying it just works for whatever tech you bloodline works for. Though it could be implied i'd play it safe here. though You could just ask another person. though from what i've seen it's been played like this by most everyone.

Otherwise, no. Ninjutsu reductions from something like the Ninjutsu main class do not reduce Bloodline jutsu learning numbers.

*Wobbles head* Well... yes... and no. Genin of bloodline subclass learning bloodline techniques one post quicker. So, just tack an additional -1 to the reductions of the Academy; seeing how they're based on the rank of the jutsu you're learning.
