So...are people allowed to make their own specialized weapons? Such as swords with other abilities?

Rouge: You can make custom weapons when you hit chuunin or something I believe. It doesn't cost anything but you can have the smith guy in Takumi make them, you have to wait one real life day for it to be made.
Also, it has to be approved in the custom weapons section.

You're supposed to herp and derp, yes, but I can't say I know of anyone who's actually gone through that proper procedure. It'll likely be removed with the other changes in the guild, or just more appropriately worded. But... yeah... Become a chunin, apply, get weapon, profit.
