Think about the fact that most of the 'shinobi' characters dont get into the academy UNTIL the age of 6-8. It takes about 4 years of 'schooling' for them to graduate. Her background clearly states from the time she was able to walk (between the ages of 1 and 2), she would have been trained by two shinobi parents and a nanny in being able to control her chakra. She's 6, so that's 4 years of training. And I put in that she JUST became a Genin, so its not like she's been one for 2 years or something.
