Tarabagani (King Crab) sushi
Tarabagani--Bagani or Baggy for short is really laid back in every way possible. He embraces Rastafarian and mysticism. Partially because of that, it's easy for him to fall for some joke involving mysticism as he's a true believer. But he's a good sport about it.
He comes from a small island off the coast (where he was cut off from the main island and their ways) and he's not use to this so called "big island life". His community was close-knit and there was no one there to really take advantage of him. However, that changes on the mainland especially with his supposed cousins. So he often winds up guillible and naive.
Taragabani insists that he's related to the Sushi clan, but he can't prove it either way. Gunkan and Nori accept him albeit a little self consciously and confused. Exactly what cousin on Gunkan's side is he? How have they never heard of him (but then Gunkan's side never kept in touch).

I have ideahe's going to have a good nature, and will likely get taken advantage off by a lot of practical jokers from the sushi

Perhaps Ozette (mom of those two) finds him when she's out for a swim back in the open ocean
Brings him to shore to stay with her family while he rests from his long journey, then sends him off in the direction of the Sushis?
