Artemis entered again, breathing slowly beneath her mask. She placed a pack of missives on the secretary's desk, each signed by the original requester. "Thank you so much for the tasks. I had a surprisingly good time finishing these; they've given me a lot of time to think as well as practice my skills. If you have any more, I'd be more than happy to fulfill them." A part of her felt bad about adding more paper to the secretary's workload, but her stack was in reverse-chronological order, which should be easy-ish to handle compared to everything else the secretary was juggling.
Before she could get reminded, she also wrote down her alias Phoenix on the sign-in sheet, determined to ease the secretary's stress (or what Artemis assumed was stress) where she could.

Artemis held a finger up to silence the secretary before she could speak as her radio buzzed. She picked it up, receiving Houou's message loud and clear. Sasagi bar and grill it was, then. She responded an affirmative, thanked the secretary once more, and exited the city hall.
Pushing open the heavy oaken doors she waited in line patiently like the good little noble she was. For the time being she would have to actually act the part. When it finally came to be her turn to speak to the receptionist she let a small smile crack as she nodded,"Yes I would like to purchase a license and the run down inn by the docks if I may."
The state of City Hall is in absolute chaos to the untrained eye. Veritable gurgles of the daily spasms, the babble of conversations echoing and reechoing in the tall stone bound rooms. At the middle of the first floor, a twenty-something brunette was posted at her secretary's desk, the latter piled high in fluttering mail. With each opening and closing of the main doors, troublesome winds would pick up the topmost documents, flinging them over the masses below, much to her chagrin. When Tsukina approached, the secretary swiftly deposited a bill on the counter in front of her, reading legal terms, needing several signatures (e.g. gimme 3 wildly different, formatted signatures in your post!), and 4,500 ryou.
Well at least the receptionist was pleasant enough. Taking the stack she quickly set about reading the legal terms and trying to understand them as best she could. When a signature was needed she officially signed them with her actual name, not her traditional self claimed title. Having finished with the signatures and the paperwork she opened a pouch on her belt and set about counting the ryo required for payment. Taking a small rubber band she bound the stack of ryo and handed it off,"Forty five hundred as requested."

In the blink of an eye, the secretary whisked away the cash, all the papers with signatures, and deposited a copied deed with a wax seal of Takumi at the bottom. "All set," the buxom beauty replied, turning away to assist the next customer. Such a busy day!
Inaba was here in the place of his dreams. Finally it was time to make his mark on the world. He sidled up to the licensing building intending to make two purchases today.
First of all he would need a license to sell goods and second he needed a plot of land on which to build the farm. The farm being the first part of he and his good friend's master plan. "Hello." He nervously croaked out as he approached the counter. "I need a license and something a bit run down. Something a bit out the way. Anything on the book like that? " He nervously looked away. Of the pair Inaba might have been the more proficient conversationalist but he was also the more nervous of the pair.

The secretary, in all her magnanimous glory (cough) swiveled about in her well oiled leather chair, eyeing the newcomer. While slightly more irritable today than other days, she still recognized the glazed type of eyes that Inaba held, and understood immediately that it meant nothing more than pure, unbridled profit! A flurry of papers swirled up into the air, not by the mystical use of ninjutsu, but through physical effort, as the secretary quickly found the correct application forms, and then the property guide book. Laying them both down with a heavy, hefty thunk on the counter, her hands retracted just as quickly. "Three thousand ryo for the license, and the desired properties will be listed after page 30 in this book," she murmured, her light and airy voice replaced by a low growl of intent, as her desire to see a high value property purchase was quickly dashed.
Current Properties:
Near the River Port: 2 acre, Run-Down Building on the front half. Good access to the port, but slightly small. 3k ryo. Near the Engan Ryokan: 3 acre, Run-Down Building on the third acre. On the outskirts, but has a decent amount of acres. 3k ryo. Near the Snow Country's Ikebana Village Goods shop: 5 acres, no building. Great amount of land, but there's no building available. 1.5k ryo.
Before turning away, the secretary pushed her glasses back up and quipped, "Don't forget to take into account staffing for your shoppe. There are several pages starting at page 40 which detail a few recent hires." With this, she left Inaba and his ambition alone for a few minutes for him to ponder over all of the new information. Choosing Takumi for property was definitely a good move, but if he so desired for a main village shoppe, page 35 held a small selection of similar plots.
A masked lady carrying six cages of clucking chickens strolled her way into the City Hall. She carried a cage in each hand, a cage nestled underneath her armpit, and balanced across her neck was a long white bone, modeled after a bamboo shaft, with the two cages acting as counterweights. Great piles of manuals peeked out from beneath the bag she carried. She looked around for her friend and future business partner before spotting Inaba looking over a book at a desk. She quickly walked up to him boisterously, excited to show her find.
"Oi! Oi oi oi oi! Lookie here, check out these beauts! Stunning ain't they? Praise me." Contentious Kagsenyammer, often referred to as Contentious, Kags, Contentious Kags, Senya, or any other handful of ways to avoid saying her full name, cooed. The serious look of her porcelain mask seemed juxtaposed against this person giddy at the thought of starting up a chicken farm. "Now what we got here, eh? Oh hey near the Engan Ryokan? Not bad! Never got to stay there though. Seaside and all. Oh hey what's that one, on the outskirts is it? Lots of land for 'em to free-range then. No building? Tch. Which one we getting?" She commentated over the two selections she had zoned in on, ignoring the River Port option outright.

"Oh. Thank you." Inaba said sheepishly before looking at the book. Why had Contentious made him come to buy the property? Why did he have to deal with this. Contentious seemed to know what she wanted and he had to deal with this so and so. He looked up to the secretary like he was about to angrily say something but then looked back down at the book again. He moved to look up again before Contentious herself appeared.
He half listened to her as he crouched down to one of the cages, opened it and took a chicken up in his arms. The feel of a chicken's feathers was something Inaba enjoyed greatly. It just made him more at ease to hold the little bird. "I like the one near the village shop. I have a plan." Inaba walked back up to the counter with a chicken now nestled comfortably under his arm though it pecked him from time to time it didn't seem to be too aggressively. "Who owns the Ikebana Village Goods Shop? I want the plot next to it and I think we might have a little proposition for them." He winked at Contentious and then with his other free arm he pulled out a pouch and with that hand pulled out the required bank notes and coins he had. "I'm also going to need...." Inaba trailed off before adjusting himself such that the chicken was now needlessly seated on his head and turned the page of the book to page fourty. "This guy, this guy and these two." He pointed to a less than brilliant manager (E-Rank), a picture of a strong looking boy (E-Rank Hired Help) and then placed his fingers somewhat randomly on two helpers (Unranked).
He spilt the correct money for his purchases on the counter and awaited the paperwork from the secretary while stroking his chicken. "Say. What would we have to do to become a company too? Like one with shares and stuff?"
The soon to be named secretary glanced up at the mild squawks as Kags approached with her fowl in tow. Clicking her tongue, a muted 'tch' sound was quickly overwritten by the hall's ambience, which absorbed Kags' chickens' proclamations. Inaba's words and face seemed to be mismatched in their meanings, but perhaps he was directing it more towards the new arrival. In either case, it wasn't her concern. "The Ikebana Village Goods shop is owned by a few Yukigakure remnant survivors. While I don't have their file on hand, I do remember that the owners are a group of three: two women and a young man." Stopping to adjust her glasses, the black haired beauty leaned over the guide book as Inaba pointed out his worker requests, taking note of who to send over. After this, her eyes lit up with little ryo symbols, to which the payments were swiftly processed. "Shares," the secretary repeated back to Inaba with a questioning inflection, "Do you mean contractual obligations? We can help you with the basics of writing and maintaining contracts, if you want." By this answer, it would be apparent that Inaba's aptitude for business was higher than his conversation partner's own, though corporations built through pure contracts would be doable. (e.g. not truly, no. Also, please produce super mini-profiles for your npcs!)
Wearing a mask was truly a benefit, Contentious Kags thought. It neatly hid the confusion on her face when the pretty secretary and Inaba began discussing the details of their transaction. She barely understood, and perhaps might have misunderstood, what the wink from Inaba was about but the only thing that gave it away was she relative silence as her brain began processing and decided to discard it as "probably unimportant". The clucking of the hens and the one somewhat territorial rooster was enough noise anyways. It was good that Inaba was enjoying one of the birds, this was a good opportunity for him.
"Oh isn't that great, Ricky? Maybe you'll finally make some friends!" She said with complete sincerity once Inaba had finished selecting out some assortment of people from the book. She, on the other hand, had lots of friends, at least in her mind, so she'd let Inaba befriend them first. Maybe it'd make the boy less shy to have more people he'd be forced to interact with. "We'll have to greet the Ikebana Village Goods owners too. It'd be the neighborly thing to do. Oh hey if we're done here, you take some of these pretties out there, I got some more shopping to do and all."

"I like contracts." Inaba admitted. It was the truth of course. Inaba had a fascination with seals and what was a seal but a slightly lopsided contract? "I suppose what I'm talking about is people being able to have a share of my business. He tickled the chicken with his free hand stroking it carefully and silently. "I think learning some basics of contracts might be helpful though. Don't suppose there's a library I can borrow a few books from?" Inaba clutched the chicken slightly as he finally realised that the secretary was definitely flirting with him. Perhaps she desired his chickens. The foul b***h would not have his chickens.
Inaba scowled now having definitely realised the secretary's plan. "Flicky. Take my money. I'll be seeing my boys now." Inaba who held a license under the name of Inaba passed his remaining 5500 Ryo to Contentious. "Con- Flicky. Flicky you go get the other supplies. I'll meet you at the plot with this lot." Inaba turned to see his new hires.
First a girl wearing a large brimmed hat and a kimono covered in engravings of a shark. Her teeth sharp like knives with a wide face like a hammerhead shark's. "Good day sir and madam" She was well spoken. Surprisingly so for one of these types as Inaba regarded them. "You may call me... Ponlin Izi" The name sounded made up but as Inaba was using a made up name he couldn't really resent it.
"And you are?" Inaba turned to the large almost naked man save for a scrap of cloth around his waist to cover his nethers. He just smiled back at Inaba. Was he deaf? "And you are?" Inaba said noticably somewhat irritated. The man just continued to smile at Inaba. Perhaps he didn't understand the language? "You're fine. That's your name now. Fine." He motioned to the first two to pick up some of the supplies including the caged chickens. "Come on we've work to do."

A bony middle-aged man, ribs showing quite clearly on his somewhat malnourished body, concisely introduced himself to Inaba and Kags as "Gaunt." Gaunt did not offer up any additional information but did look upon the chickens with great intent. He did not have the energy to even disguise the hunger in his eyes. He took out, deeply sniffed, and then reverently sucked on a discolored handkerchief that had been dipped in bacon grease some days prior.
Kags stared curiously at the last hire, a tall, bald man wearing the yellow robes of a monk-in-training. Strapped around both hands were drinking gourds that sloshed about and reeked of baijiu. Misinterpreting the masked lady's hidden gaze, he quickly introduced himself, stumbling and slurring his words. "Sss' not wha' it looks, swear on B-B-Buddha's great big sucklin' tiddies!" He stumbled a bit, then nearly collapsed, folding his stature low to the ground as his arms flailed about in an ultimately unimpressive way for Kags. It took a moment before he stood back upright and he looked inordinately proud. He took a swig from his left-hand gourd. "It'sssssuiken! Drunken fisst, ya? I'm, I'm, I'm t-training izzall."
"Hmm. What dojo-" Kags' eyes narrowed as she questioned the drunkard.
"Moderate-Man-Bar-n'-Grill-Adjacent-Back-Alley-Weekend-Evenings-Dojo! No affiliation." A convoluted, rapidly spoken, yet rather coherent name burst out of the man before she could finish. "Ahm masturr's th-th-thhree'd disssiple, Ai 'ave threwn away with mah weak past's name and 'ave bin reborn affs.... Liverlily!"
Kags turned her head towards Inaba. She was sending him a worried look, though the mask would hide that as well. Well it was what it was, and as far as she could tell that strange flailing actually was part of the Drunken Fist repertoire. "... Liverlily, uh, why don't you go with Ricky to, uh, guard him and the others." God knows she was not going to ask the drunk who was double-fisting gourds of baijiu to help carry anything. "Oh don't carry anything either please and thank you, leave it to them. Gaunt, come with me" Kags instructed as she collected the bonus ryo from Inaba. She'd rather keep Gaunt away from the chickens for now and she'd probably feel obligated to feed the man while they were picking up extra supplies anyways.
