Well I have made a Genin myself. There will be a new village taking Iwagakure's place so it's a fresh start.
Your jutsu limit depends on your Class. Each class then changes the limits each rank your character achieves.

Like, limits how much you can learn on the whole, or how much of that grade of jutsu you can learn?

The Class determines the justu limit you can learn up to in your rank. The rank of jutsu you can learn is quite easy to learn. Genin can learn up to ranke B jutsu.

as a whole if your class says you can only learn 4 ninjutsu u can only learn 4 ninjutsu altogether not per element nor per bloodline everything altogether

What if the class says 13 per element? Then how many can one have for their Bloodline?
