Well, I don't know what you call that, but I'm positive that it is not a wedgy. A wedgy would be having your underwear being pulled up, not pants. So it cannot be a wedgy if the underwear is not pulled up.

The reason why I call it a "Steve Urkel's look" is because it reminded me of how Steve Urkel uses to wear his pants. His pants being up to his ankels or above. Even though I don't know what you want to call it about Sora's shorts up above his knees, but I know that it is not a wedgy.

It's kind of hard to measure seeing as everyone grew a little bit, it's hard to compare him to anything...though you could use the way his clothes fit as an example for comparing. Like how low his shorts fall at the beginning of the second game compared to how low they were on his legs in the first one....
its really hard to give them distinct measurements though
