Well, they are classified as Ninjutsu. But what I am thinking of has to do with the darker side of healing. Like a medicine or drug that boosts someone to an insane degree but at a high cost. (I like the idea of a mad doctor. It makes me cackle.)

I do believe the dark medical stuff is in the guild already under dark medical jutsu in the medical section of the guild

Actually, a mad scientist can be completely competent. It just depends on how you define "competence". I see it as a mad scientist or doctor being in complete control of his/her faculties but choosing to act upon more malign instinct or thought. And what attracts me? I dunno. I have never really been one for the whole "saving lives" thing. I think it has to do with forbidden sciences and how they are not explored enough.

it should be at the bottom as offensive jutsu not called dark medical jutsu some are in there though
