According to WOLVERINE : LIFEBLOOD by Hugh Matthews you're gonna need access to the bone marrow like Baron Wolfgang von Strucker managed to get a hold of during Wolvie's time a a POW during WW2 BEFORE he had adamantium bonded to his bones.
