Allow me to show you my thoughts.... Maybe. Would I really trade Flash level speed for Hulk level strength? I mean, it really wouldn't make a difference, either of them could do anything they wanted to with minimal opposition because nobody in existence besides each other could match their respective abilities or how they use them in amazing ways. .... and that was the cerebral perception

Really though, Flash could take down even the toughest opponents with his "Infinite Mass Punch". As he nears light speed, his density increases dramatically, nearing infinite mass. With that infinite mass, if he punched someone, he could easily knock out even the toughest foes. Even if one punch doesn't defeat them, he's still the Flash and could dish out several hundred of these Infinite Mass Punches in a blink of an eye which would definitely knock out anyone he meets. None of this is even considering that the Flash could use the Speed Force to steal all of someone's kinetic energy rendering them nothing more than a statue, go several times faster than the speed of light, and uses his speed in ways only other generations of the Flash have ever used their speed.
Hulk doesn't need arguments in his favor, he's "the strongest one there is". .... and that was the cerebral perception
