... That's impossible... there already is a lightning element Rasengan... it's called the Chidori... and if a lightning element rasengan where to be approved... There is something wrong with the person doing the acceptance...

Akura Bashirou ... That's impossible... there already is a lightning element Rasengan... it's called the Chidori... and if a lightning element rasengan where to be approved... There is something wrong with the person doing the acceptance... ....say that again? The Chidori is NOT a lightning element Rasengan!

There is something wrong with the person doing the acceptance... ....say that again? The Chidori is NOT a lightning element Rasengan! Yeah, the Chidori is a seperate technique and pre-dates the Rasengan in the show by several chapters/episodes.

What? Are you smoking something? -falls over-
Chidori is not a variation of rasengan. Chidori displays no examples of chakra shaping, which is the base for creating a rasengan. Which is then applied with elemental chakra, which is what creates a variation of rasengan, and then is shaped further to create the final and ultimate rasengan.
Kakkashi stated no one had done this, including the Fourth Hokage. Why would he not just say that he had created the next step?

Like... long before Kakashi made the Chidori... ? Yes, but Kakashi invented the Raikiri. And no one used the Rasengan till later, so technically the Chidori pre-dates it in-show. As in, they show us the Chidori and the Raikiri before the Rasengan.

Shin, I think he was referring to the airing of the technique. Not the time line marked creation of it.
