biggrin Anyways, I'm not too familiar with your character but from the look of her expression she seems to be innocent or very joyful person.. or at least at the moment she is. So I suggest moving her arms up in a more relaxed position and it is a tad cuter for an innocent character.
Your legs just seemed very flat to me so try to draw them out as well as possible before adding clothing.
As well as trying to show more of where muscles are in things such as the torso/arms and legs. This is very important for developing a nice style.

As far as clothings go you don't show any understanding of folds because you show almost no folds!
In the position she is in there will be a crap load of folds in her dress.
I agree with Doctor Nitrus Brio, the way you drew her dress because of the lack of folds means that it is very tight.
Also for the hair, it seems very clumpy and doesn't flow well.
I know millions of animes clump all their hair together but because this is a sketch, showing more of a flow and loose/strandy hair style is much eaiser on the eyes
