Well, a little over a week ago I saw Inglorious Basterds. Great movie. Anyway,it inspired me to do some fan art. Mind you this is the first drawing I have done in about half a year. Now I know its not great, but that's why I'm here, to find out whats wrong.

I'm trying not to be mean, but why are you asking us to critique art, if you honestly aren't going to draw that much? There's no point, because you won't be sketching all too much to try and improve your work.
I'm sorry for seeming rude.
Here's what's wrong with it. The face is doesn't show any characteristics and looks very plain in my opinion. How the body is to the head suggests you were going for a chibi look since the body is normally 5-6 heads long. The arms are too short. The elbow normally is aligned with the waist line of a person, making their fingers touch to mid thigh. And on your person's hand holding the bat, he has 5 fingers, no thumbs, because if it was a thumb there's no possible way for it to hold a bat like it does, it would be on the opposite side of where the other fingers are. The lines of the folds over lap each other and don't make much sense. It makes the pants appear puffy more than baggy. The hair line starts way to close to the eye brows. Normally from the eyes to the chin count as half of the face, the rest is the eye brows and up. The foot on the left side looks alright, but the right one shouldn't be smaller, but slightly bigger.
The clothes detailing is also very plain looking, you need more movement and such, same goes for such a stiff looking body. It needs to be calm and comfortable like a real human being would be.

Its not that I DON'T draw its just my first drawing I've made in a while, I I've been trying to put pen/pincel to paper but I havn't been able to make anything worthwhile in my eyes, this is the first thing I was actually 'somewhat' ok with. and as for the clothes being plain, that's how his costume was in the movie. http://csos.movieset.com/download/movieset/s/m6ihum/images/5d75e2-560x420.jpg Just a tank top, pants/boots and a few medals.

I didn't mean his clothing in general was plain. I meant the style is plain. There's no depth or anything. Everything looks completely 2-D. Which makes it boring. There are ways to use depth in pictures with giving characters simple clothing and still make the picture look intriguing to your viewers.
Honestly that man is not plain and has certain characteristics that are intriguing to people. You most likely wouldn't have drawn him if he was so boring of a character.
But the thing that makes this character stick out and who what time he's from is the tucked in pants in the boots, and his suspenders with a white tank top. It's the under belly of a military uniform. There's a lot you can tell about a certain character by just their clothes, that is if you can focus on how to draw that clothing correctly so it doesn't look odd.
And I don't understand what you mean about not drawing? A drawing is a drawing no matter what. A painting is a painting no matter what. And pens and pencils together is a very difficult medium together if you don't know how to manipulate it correctly. I've seen many good sketchers destroy their work after inking with a sloppy inking style.
