Johnny Joestar from JoJo's Bizarre Adventure: Steel Ball Run.

He's crippled from the waist down, and at the start of the series he's mainly seen going about on a wheelchair. Later, he travels by horse.

There's no fixed color scheme on him, so you can go any way you want with that.
