Two versions of the same character, the right one drawn about two days after the left. I like that one better, as it has some musculature. I know her hands are wonky, I always have trouble with those, and try as I might, I just couldn't get them right. So I eventually gave up on them, I'll be practicing just hands in the future.
Also, I know the guns on her aren't strapped on, and that her costume is a bit... er... you know. But, give me all the critique you got. Thanks a billion.

Personally the muscularity of the right one makes it look more male then anything, IMO.

You also need to work on the shape of the head a bit. It just looks off to me. Maybe it's how the neck is connected or something... I'm not quite sure, but it just looks off to me.

First off, I'm guessing you're still new with drawing?
You do have anatomy and proportion issues, i suggest you practice more with that.Use lines to serve as a guide; specially with the face, it helps to know where the eyes should fall.

In the pic above, remember that the arms don't stretch all the way to the knee and should only be up to about half of the thigh.

I suggest you use the mannequin (im not sure what its called) style of drawing with bodies or use stick figures as guides...what you need to know is to understand the right proportions and body lengths of a human body (like how long the shoulder or arm should be) There are lots of anatomy tutorials out there that would help you.

As with the hands...yes, they're a bit tricky to do, but i suggest you start off with basic shapes as guides like what i did above.

Best advise i could give you, PRACTICE more! and search for a lot of tuts around the net, I could teach you but that would take me long xp (and im a bit lazy...)

The one on the right looks more masculine mainly because we can't see the breasts as clearly, but I think it was done better. The rest of the features don't really look too feminine in either picture (e.g. the hair, the clothes, and the face). I think it needs longer legs, thinner wrists, and wider hips.

I agree with the others...women can be muscular but as a general rule, the hips should be about as wide as the shoulders, and the thighs probably thicker. The arm-muscles look thicker and more masculine, and the face blockier and more manly. Also...shoulders do not connect to the neck at a right angle...they slope upwards to the neck.
