I didn't know what this was, so I had to look it up. Wikipedia says if you witness "pornographic activity [users] may report the offending user. After three users have complained about the same participant within 5 minutes the user is banned from the service for 10–40 minutes."

I completely avoid that site now. I use to go on there occasionally, block my webcam, and mess with people but after seeing a guy hanging in a door way I have never been back eek gonk burning_eyes

If it gives you peace of mind, many still images that only move a little are .gifs used by people to troll. It's highly likely that what you saw was fake.

Also, Chatroulette is fun in groups. My friends and I will sometimes get pretty hammered and go on there and it's always a memorable experience.
