I'm hoping that this pay would not include people who have act on his or her ***** because that would be monumentally stupid. I'm hoping it's only for people who have not become an offender in any way.

I can see where they might want to legally do something with ***** in order to allow for things like reduced/free therapy and s**t in order to cut back on the people who act on his or her attraction, but disability pay seems weird.
