I really have no clue, my friend keeps bugging me to cosplay meleron, not sure, about latex (I don't know how to work with it)

This may not be the best idea of how to make that, but if you didn't want to work with latex you could make yourself a mask in the shape of his face and wear that with the wig and the costume. You could paint yourself a matching color, with body paint, not any other type of paint. Then for the tail you can make it out of cloth, and to give it its body and some movement you can add some wire on the inside of it. The wire will help weight it down, give it bounce/movement, and keep it in shape.
I hope this helped a little bit, or at least helped you get some ideas of how to make it smile
Edit - For the beard you can spirit gum/glue it to your face or just clue it to the mask from little clippings of hair from your wig.
