A daimyō (大名, daimyō, English TV: Feudal Lord, Literally meaning: Great Name) is the political leader of a country. A daimyō is responsible for all decisions concerning their country, from alliances to the annual budget to the privileges allowed to the country's hidden village. Daimyō are therefore one of the single most important individuals in the entire country and hold the highest degree of political power.
The Daimyo of the Land of Lightning, is a famously known man throughout his nation for his benevolence and generosity. On the surface all under his care is known to prosper in times peace or chaos. However, to some few others, the Daimyo is known as a much more shrewd and calculating man. What exactly happens within his castle is widely unknown to the public, but that doesn't mean they aren't ever affected. Where some benefit, others must suffer; there is no such thing as a utopia- ever. Smaller villages are often required to offer more crops and taxes to sustain the rest of the nation, as an example of the daimyo's political maneuvers.
Behind the Daimyo are a couple handfuls of loyal retainers and/or advisors in his cabinet. The retainers are generally very skilled and renown warriors of various backgrounds, some were even shinobi at some point in their lives, who now wholeheartedly commit theirselves to the Daimyo's every will and whim. The Daimyo and their forces populate the Tenraishiro palace atop a small mountain at the cape of the bordering sea. The only way to the castle itself is through the large port city at the base of the mountain, Tenshi.
The castle and city are protected by walls and various siege weapons of the highest grade to be afforded by the treasury and tax payers' ryo. The city of Tenshi is split into three districts. The Plains District is where the common populace lives- as common as "low class" gets in the Daimyo's palace. The Peak District is where the "upper class" citizens reside. The Wind District is generally populated by the palace's artisans and merchants, but also offers the largest variety of individuals and families due to it being the main area of commerce throughout Tenraishiro. Gated walls separate the city of Tenshi's districts with several barracks scattered throughout each sector. The innermost area of the miniature metropolis is the castle of Tenraishiro itself. The Daimyo's advisors and retainers, as well as their families are allowed to live in the Cloud District outside of the palace walls. Like an elite order of knights, the guards of Tenraishiro are trained by previous generations as well as tutored by the Daimyo's personal elite guard. This guarantees that all of the Daimyo's personal military personnel are trained and equipped to fight shinobi or virtually any other threat.
