War. War never changes.


Since the rising of the Vault Dweller from the isolated depths of Vault 13, much has happened to what has been dubbed by inhabitants as "The Wastes." The ruined, desert wasteland of the United States has become a mere ghost of the morally corrupt, technologically powerful civilization that the lands once beheld. The only law that rules is the Brotherhood of Steel, and even they care little for the people of the Wastes themselves - only for the technological relics that lay scattered. Other than that, very few of the towns and some of the cities, having been created by the technological marvel of the G.E.C.K., have any law in them other than the gun in the hands of the inhabitants... or whoever has the most guns, in some cases.

In the Midwestern United States, in the former state of Texas, there are over a dozen small towns, hundreds of tribes, and three large cities. Chief among the small towns is the town that was christened Big Ugly And Green by its super mutant and "ghoul" inhabitants, the ghouls being by-products of heavy exposure to radiation throughout generations of humans to create physical deformities and what has been called an entirely new race of bipedal humanoids, along with the super mutants, whom are the by-product of a virus called the "F.E.V." or "Forced Evolutionary Virus" invented by a megalomaniacal man called the Master. Over the thirty years since the Vault Dweller killed the Master and super mutants have roamed far and wide, the breeding, mostly forced, between humans and super mutants have led to a type of creature reminiscent of the stupid, overly-muscled male warriors, though the new generations are far more intelligent than the old, which isn't saying much, and more human-looking. The larger cities are more civilized than the small Big Ugly And Green, sporting entirely human populations with very little regard for the "Outsiders" of ghouls and mutant kind that, and the tribal villages are reminiscent of ancient Native Americans that lived in primitive fashion with little to no technology, though most wrongly assume the "tribals" to be sun-worshipping idiots because of this.

From one of these small towns rose a man, calling himself Dave. No one in the town really knew him or cared about him. He wasn't really important at all - in fact, it wouldn't be a stretch to say that he is one of the most unremarkable people in the Wastes, though not because of his appearance or personality. It wouldn't be a stretch to say that Dave left his village without anyone at all noticing, either, despite what he left the village with. In fact, it wouldn't be a stretch to say that anything Dave did in the Wastes would be of any importance, but that doesn't make him any less interesting or the people and things that decide to follow him any less interesting.

Big Green And Ugly

One hundred and twenty years after the Vault Dweller saved Necropolis and thirty years after the Chosen One saved Gecko, Harold somehow made it to Texas. No one but Harold will know how, but no one really cares, either. The town is relatively small and isn't built around a nuclear reactor, but is instead created at the edge of an irradiated lake that the ghouls like to wade in, which is a really, really creepy sight. Needless to say, Big Green And Ugly does not have many visitors, despite being a relatively intact post-war settlement with actual houses.

Mordor

Mordor is a relatively large, somewhat peaceful town, though 'peaceful' has the same definition as 'mildly murderous' in the Wastes. The town was named as such because it is ruled by an extremely fat man - who rules for no other reason than he has several pet super mutants - that likes to dress up in black cloaks and read ancient fantasy books. No one knows how he got a pet super mutant, but very few people wonder about it. Most of them are simply glad that he's more interested in having them collect any book that a trader will have one way or another and not kill them. The town, in all irony, resides on top of an underground volcano that could easily be stirred into action by any sudden, violent activity... like, say, the explosion of the nuclear power plant that is in the center of the town. The fat man, named Blobbicus Caesar, doesn't really realize this.

New Houston

Smack dab in the middle of where the old city of Houston was is New Houston. In fact, New Houston is nothing more than Houston renamed, though it is formed from the bombed-out, ruined buildings of the old Houston with a beached aircraft carrier in the center. The aircraft carrier has become the political, military, and upper-class center of the city, with what remains of Houston being inhabited by a mostly hungry, deprived lower-class populace.

Mudhut Village

With no real name, Mudhut Village was called such by visitors because the first houses of the village were made out of dried and irradiated mud. The village is right next to the Gulf of Mexico, and has grown into a quite large city because the Gulf stayed mostly radiation-free and the sea life largely repopulated due to the nearly three hundred years of being left alone by people. It is the only village with any ships of any sort, though all of them are purely for fishing. Despite being a city half the size of New Houston, it is still called Mudhut Village because no one can think of a better name.

El City

El City can be described as "morally corrupt, even for the Wastes." Prostitution and drug use is high in El City, and it is run by two warring mafias. The majority of El City's population, which is quite large, is latino. El City is also home of the Texas's only sport: knife-fighting, a contact sport where two opponents duel with nothing but knives. It is quite popular and has drawn a crowd.

Rules


1. I am the dungeon master. My say is irreputable.
2. No being a cheesey b*****d; i.e. no godmodding, that s**t.
3. Do not accelerate time in the RP.
4. This is a sandbox RP without too much of a plot. Its meant for ******** around and having fun. Don't ruin that fun.
5. If you've read so far, put "Dogmeat" as the title of the PM containing your character sheet.
6. This RP is freeform, but implements the SPECIAL system in an abstract way.

SPECIAL System

Unique to the Fallout games are the SPECIAL system, which is a simple stat system that makes complete sense. I will define how it is used in this RP to create no confusion.

Strength: How strong your character is. A male with a 10 in strength would be fifty percent stronger than a female with a 10 in strength due to body make-up. A male with a 10 in strength can lift 550 pounds and carry half of that for several hours before tiring.
Perception: Determines your character's eyesight and hand-eye coordination. A person with a 10 in their perception would have better than twenty-twenty vision and have nearly inhuman hand-eye coordination, making them an excellent natural gunman.
Endurance: How tough your character is. A person with a 10 in endurance would have massive pain tolerance and perform a lot of physical activity before becoming tired.
Charisma: Your character's force of personality; his or her ability with people. Charisma depends on a lot of things, like physical appearance, body language, speech, and other traits. A person with a 10 in their Charisma has an extremely powerful personality and could get someone that barely knows them to take a bullet for them.
Intelligence: How smart your character is. Someone with a 10 in intelligence has the potential to be a super-genius, but due to the lack of learning material in the Wastes, is not quite there yet.
Agility: Your character's reflexes and speed. Someone with a 10 in agility is an excellent acrobat with incredible reflexes and a high running speed.
Luck: How lucky your character is. Someone with a 10 in luck would have a good chance of hitting someone in that special spot that could kill them, or could miss a deadly trap without realizing it. Someone with a 1 in luck would most likely activate that deadly trap without realizing it... and die. Just their luck.

The way these stats are rated is based on a 1 to 10, 10 being the highest.

(Annnd finished!)

Mudhut Village's dark liveliness, with inhabitants shooting each other in broad daylight over a scaled, underwater organism the length of a child's finger, was in complete opposition to the cynical, hateful, somewhat silly smarm that was Dave's personality. The greed to be beheld at the dull greenish-blue coast of water, called the "waters" by its ignorant, mouth-breathing, gun-toting inhabitants appealed to the cynical side of Dave, however. While repulsing him utterly, the town still somehow appealed to Dave, who was sitting on the edge of one of the dilapidated wooden docks, watching a pair of fishermen yell insults at each other over a rather decently-sized fish that one of the pair had caught. Like the city, it both repulsed and appealed to him, and he couldn't tear his eyes or ears away from the amusing and repulsive scene.

"That fish is mine!" One of the fishermen, a short, dark-skinned man with no shirt on and brown pants, shouted.
"Nuh uh!" The other, an equally short, darker-skinned man with a rounder face and fatter body, yelled back.
"Uh huh!"
"Nuh uh!"
"Uh huh!"

It continued on like that for several minutes until, to Dave's amusement, the fisherman who claimed the fish was his in the first place said, "So you want this fish?!"

The other yelled back, "Yes! I do!"

To this, the other yelled, "Too bad!" and then he pulled out a pistol and shot the fish... and the bullet also tore through the thin wooden deck of his canoe-esque fishing craft, causing a leak. The other fishermen had by this time drawn his gun and proceeded to start shooting at his enemy fishermen, who was by now dodging the bullets and screaming about his boat leaking. In the end, he jumped ship, went under the water, and proceeded to drown because he, like most of the other fishermen, had no idea how to swim.

Dave was both disgusted and amused at the same time.
