Sometimes people do that because they know they can get away with it. After all, no one knows who they really are, so why act like they'll get caught? That, or they actually enjoy watching other people's misfortune because it makes them feel superior.
Honestly, I believe you'll find people like that on any MMO, not to mention any other gaming site. Players like that are a personal annoyance of mine too, and it's one of my main gripes against MMOs in general (unless the server uses "canned" pre-selected messages or something like that). It's also why I tend not to talk with other players unless I know them, either IRL or from another site.
Unfortunately, you can't control other players' behavior online or anywhere else. The best thing to do in those situations is to either ignore them, move to another server if you can, or, if they're bothering you personally, report them, like you did.
Unfortunately, some people haven't yet realized that anonymity isn't an excuse to be a jerk(for lack of a more polite word).

I have never been attacked unprovoked by those puffs, ever. I'm not sure how they managed it. In any case, while it evidently is malicious and not something I would do (without provocation, anyway) I have been known to run from drums, even if that meant leading an army of drums into other people...Unfortunately, I find that they keep on my trail, or just go back to where they were. Again, I don't understand how the puffs act differently. Attacking someone unprovoked while their assailiant is not dazed is not behavior I have ever witnessed. In any case, no matter what the truth of these accounts are, this thread has kind of degraded into whining about people simply standing idly by and not helping. Seriously? Yes, if I am powerful enough to do so without serious risk to myself I will generally try to help someone out with a monster, but not because I feel obliged to. I just do it out of courtesy and a desire for orbs. Of course I appreciate being helped, but I wouldn't complain about some stranger's failure to help me. Really...Though I am loathe to be rude, I feel that a "Get over yourself," may be in order, supplemented with an off-handed "It's just a game."
