It's me again with another attempt at a colored pic. This is based off a Touhou character named Mystia and the title of this pic is Mystia and her universe. I made some changes in her clothing and other stuff but if you guys don't know who she is then we'll assume she always looked like that. xd I just want people's opinions on this and some helpful criticism would be much loved.

My favorite color is brown :C
Beautiful cel-shading coloring, I especially love the way you treated the drapery. The lineart is nice and delicate and generally looks good. Your overall anatomy looks spot on.
The biggest problem that I can see is how the character's arm is folding. The way her elbow is bent implies that the forearm should be pointed more towards the viewer instead of behind the head. I also think that if you do choose to place her hand behind her head like that, the elbow would be pointed towards the viewer.
The hand is lacking the beautiful folds that the dress has, also the brim of the hat would have a more even treatment of lighting because it's a semi-flat surface. The bandages/cloth around her left arm also seems to be lacking shading.

Over all the picture is really cute, I love her outfit and for some reason the background make me happy. However, there are a few things that caught my eye as a bit off.
Pose - Over all her pose is very stiff and forced, I think that dropping the right arm would help a bit, but that’s just my opinion.
Arms - I don’t know if you have noticed but her arms are two different lengths. The one on the right seams to be the right length while the one on the left is WAY to long. In general the elbow hits just some where in the general region of the ribs, not the hip as the left one here does.
Hips - Considering the she has quite a bust, I’m going to go out on a limb here and say she’s a bit older. Because of this, I think that her his should be a bit wider than you have them now. Hips = shoulders, unless of cores the girl is prepubescent.
Head - In my opinion her head, even for anime is a bit to large.
Wings/ears - The way you have the wings and ears colored, with the smudge paint at the ends, is very distracting from the rest of the picture. If your going to cell shade in your picture it is important to be consistent and carry that though out the piece.
Wind direction - Your wind direction is very confessing, the ribbon on her hate looks like the wind is blowing to the right but her hair seams untouched. Also, the ribbon going around her body is confusing. If the wind is blowing to the right, as it looks like it is, the ribbon portion on the left of her body would be flush against her.
Focal point - Right now the focal point is a bit confusing, to me at least. Right now, when I look at this picture the first thing my eye goes to is not her but the moon and the sparkly… if you want her to me a focal point make her stand out more.
Line art - Did you just color of a sketch? If you did, I don’t have anything against this, but, when drawing anime, it is always a good idea to do black line art, it really brings out the character more.
Anyways, your are is really good, with some refining I think you are capable of some wonderful things. Keep up the good work and keep practicing
