Shocking...What do you mean by outlining? Anyway, if you want to do anything in MSPaint with something you drew by hand, you need much cleaner lineart. Like, all you need is the lines. It looks like you did some hatching on that. That's unnecessary.
Once you get some clean lineart, open it in MSPaint, choose base colors, and paint it in. You'll want to save often, since the program isn't very forgiving. After you have it painted in, you can shade. I do this by double clicking my base color on the part where you click colors. When you do, a new menu should pop up with a rainbow with a vertical bar next to it. Ignore the rainbow and go to the bar. There should be some darker colors to choose. Pick one, determine your light source - I can't teach you this. In a nutshell, choose one side and made everything on that side darker. - and paint in with the darker color.
Also, there are good free programs that are more advanced than MSPaint, like Open Canvas and Nekopaint: http://wistinga.online.fr/opencanvas/ http://npaint.sakura.ne.jp/en/ ...isn't it?

Shocking...From your gallery, it doesn't look like you draw much, so that considered, it's good, but you could use a lot of practice. The head and arms could be a lot better. ...isn't it?

Shocking...Sorry about the late reply, Grimm. I can't screencap, so I'm going to crib one off of a tutorial: http://cherryorange.deviantart.com/art/How-I-Color-109394918
Press Download on that page if you can't see it. Anyway, on the toolbar, you should be able to choose from brushes, pencils, or pens and the color window should have colors you can choose from.
I think that's it. ...isn't it?
