If I recall correctly, that version of the Mad Hatter had more frizzed hair sticking out at the sides of his head. Are you trying to replicate the new movie's version, or is this your own interpretation?
Anyway, as for normal critique goes, his hands are far too small. A general rule of thumb is that the hand of any person is also roughly the size of their face. His pupils are going at different directions, but I suppose that could be the usual "deranged" look, so that could slide.
His coat is flowing in the breeze quite nicely, but none of his other loose bits of clothing are following suit. I think the cloth hanging on the side of his hat and his bow would look nice if it were blowing along with the coat.

Up till now I thought it might be a bit spammy/pointless to simply post saying "I agree", but I guess it would help to know others share the same opinion.
Anyhow, I agree entirely with Kupocake. To add to the hands thing, I'm sure I read someone in this guild say it's better to draw the hands too big than too small, which is quite true. And giving him longer fingers than normal might help give him a creepy look.

It's great! It's way better than anything I could ever do. Try frizzing his hair a smidge more. And try keeping it away from his face.
